Fast-Tracking Projects in Canada: A Balancing Act Between Economy and Environment

Canada's federal government is considering changes to its environmental regulations that could weaken protections for nature and hinder economic growth. The proposed reforms aim to fast-track major projects such as pipelines, ports, and mines by bypassing environmental review processes and replacing legal standards with political discretion.

Nature Canada, a non-profit organization dedicated to protecting the country's lands and waters, has submitted recommendations to the government that would allow project reviews to be carried out simultaneously and early on in planning. This approach would enable regulators to guide project proponents on adjustments needed to meet environmental standards and identify proposals with inherently unacceptable risks.

The organization also suggests adopting a whole-of-government mitigation hierarchy as a common framework for major projects, which would set ecological baselines defining unacceptable harms to nature and provide a co-ordinated approach to regulations and policies across departments. Additionally, conducting high-quality regional assessments before soliciting proposals for major projects could help identify the kinds of developments that can proceed without risking ecosystem collapse.

These recommendations recognize that conservation and prosperity must mutually reinforce one another for either to flourish, according to Emily McMillan, executive director at Nature Canada. 'We cannot grow the economy while cannibalising nature and we cannot conserve nature if we lack the resources to meet society's needs,' she said.
