Fed Finalizes Stress Test Overhaul to Boost Transparency and Stability
The Federal Reserve has finalized changes to enhance transparency and public accountability in its stress test procedures. The two final rules, largely similar to proposed rules from 2025, aim to reduce volatility in capital requirements for large banks.
The changes will require the Board to invite annual public input on stress test scenarios and model changes. It also updates the framework guiding scenario design and adopts models for the 2027 stress test.
Additionally, the final rule makes adjustments to the stress test calendar and introduces a new global market shock component. Banks with large trading books will now face two global market shocks each year.
