Fed Staffer's Data Breaches Expose Systemic Concerns Over Exit Process

A recent report by the US Federal Reserve's Inspector General (IG) has revealed multiple apparent data breaches by a retiring staff member. The staffer, who served in the Division of International Finance and retired from the central bank in July 2024, was found to have attempted to remove confidential information on multiple occasions before their departure.

The IG report stated that despite the 'potential severity' of the incident, its internal investigators did not pursue a formal misconduct investigation. This decision was based on the available records not providing a clear indication of what information was removed and many alerts involving the information being false positives.

The IG highlighted the systemic concerns regarding how the Fed manages the exit process of central bank employees with access to confidential policymaking information. The report noted that break downs in the process require 'the Board's immediate attention' so that appropriate corrective actions can be taken.

The Fed has concurred with recommendations to improve how data for exiting employees is handled and has taken steps to better communicate policies around data management.
