The minutes are expected to show that many Fed officials were worried about underlying price trends and expected to raise rates at least once more before the end of the year.
However, recent jobs data showed lower-than-expected job creation and lackluster wage growth, which has added to evidence that the labor market isn't contributing to existing inflationary winds.
