The Canadian federal Liberals are set to unveil Budget 2026 on Thursday, marking another step in their efforts to address long-standing economic challenges. This budget, the second under Prime Minister Mark Carney, outlines the government’s expectations for economic growth, spending, and borrowing. It also serves as a platform for new legislation and policy initiatives, including an update on the federal immigration levels plan.
Analysts anticipate that the budget will maintain relatively deep deficits as the government works to reduce economic dependence on the United States and support industries affected by tariffs. The parliamentary budget officer has warned that debt-servicing costs are on track to become the fastest-growing expenses on the government’s balance sheet. Critics, including Conservative Leader Pierre Poilievre, argue that unchecked debt could crowd out other spending priorities and limit Canada’s ability to respond to future economic shocks.
Despite these concerns, the Liberal government points to Canada’s strong sovereign credit rating compared to its G7 peers as justification for its borrowing plans. The budget, titled “Maîtres chez nous” or “masters of our destiny,” aims to boost productivity, attract private investment, and enhance infrastructure to help Canadian businesses expand into new markets. One of the major spending items already announced is the “productivity mega deduction,” an expanded incentive for businesses to invest in new equipment and machinery, expected to cost $36 billion over five years.
Finance Minister François-Philippe Champagne has emphasized that Budget 2026 is about “changing Canada’s growth model,” addressing decades of lagging productivity compared to the United States and other peer countries. While the Bank of Canada has noted signs of progress on productivity, senior deputy governor Carolyn Rogers has stressed that more work is needed. Observers will be watching closely to see how the government plans to ensure that higher borrowing leads to measurable economic results.
