Musalem Proposes 18-Month Horizon for Dual Mandate Goals
Federal Reserve Bank of St. Louis President Alberto Musalem suggested that communicating a specific horizon for achieving dual mandate goals could be beneficial in maintaining a forward-looking monetary policy posture.
Musalem argued that specifying an 18-month horizon is reasonable, as it provides enough time to avoid constant readjustments in policy stance while remaining short enough to hold policymakers accountable.
He emphasized the importance of clearly communicating the framework for how and why policy decisions are made, rather than promising a specific interest rate path or trying to guess market expectations.
Musalem noted that when a central bank keeps its framework to itself, it forces markets to guess how the central bank will assess the economy and react to it, adding noise and uncertainty to market premiums.
