OTP Bank Reconsiders Russian Operations Amid ECB Scrutiny
Hungary's OTP Bank is reconsidering its operations in Russia after European Central Bank approval of its €2 billion acquisition of Baltic lender Luminor placed it under formal regulatory scrutiny.
The review, expected by year-end, comes as OTP has operated in Russia for three decades and generated significant profits from the market, with around 800 branches serving 2 million active customers and netting over €558 million in profit last year.
According to analysts, this is a sign that the ECB's acquisition-approval process has become a structural enforcement mechanism for Russia derisking, not just for banks under ECB supervision but also for those looking to expand westward through regulated deals.
