Quebec's Red Tape Problem Threatens to Stifle Economic Growth
Quebec's economy is plagued by an excessive regulatory burden, holding it back from reaching its full potential. The province has the largest stock of regulatory requirements in Canada and one of the highest compliance cost burdens per business. According to the Canadian Federation of Independent Business, Quebec businesses spent $10.9 billion complying with government regulation in 2024, a 28.1% increase since 2017.
The Economic Freedom in North America index places Quebec dead last among Canadian provinces on the subnational index, and it ranks 56th overall when compared to all 50 American states. This suggests that the province's regulatory burden is not only high but also unnecessarily restrictive.
A key challenge in addressing this issue is identifying which regulations are truly excessive or outdated. While some rules, such as those protecting workers and consumers, are justified, others may be duplicative or have no clear public benefit proportionate to their cost.
