Rwanda Closes Dual-Currency Loan Facility with EUR 82m and JPY 15bn
Rwanda has secured an EUR 82 million and JPY 15 billion dual-currency loan facility, marking its first-ever yen-denominated issuance. The facility has a 15-year maturity period with a six-year grace period.
The transaction is part of Rwanda's efforts to diversify its debt financing sources and strengthen its long-term debt management strategy.
The Japanese yen-denominated portion allows the country to access a new pool of capital, while the World Bank Group guarantee structure provides first-loss coverage with an International Development Association Policy-Based Guarantee as second-loss cover.
The Ministry of Finance and Economic Planning said the successful facility demonstrates investor confidence in Rwanda's credit fundamentals and fiscal trajectory. The transaction was completed against a backdrop of volatility in emerging-market credit markets, driven partly by heightened geopolitical tensions.
