Treasury's Yield Suppression Efforts Spark Wall Street Fears

The US Treasury's efforts to drive down long-term yields have sparked concern among Wall Street participants. The department is attempting to suppress long-term yields through long-dated Treasury buybacks and the use of Treasury General Account (TGA) funds.

In response to rising long-term yields, which reached their highest level in 19 years on August 20, the Treasury announced it would increase the size of its buybacks from $2 billion to at least $4 billion. Additionally, Treasury Secretary Scott Bessent warned investors who bet on Treasury sales that they could face losses.

Some market participants view the Treasury's actions as a rate fixer in place of the Federal Reserve, which has traditionally set target ranges for policy rates and allowed long-term yields to be determined by the market. However, the Fed is under pressure from the White House and controversy over its inflation response has narrowed its room to maneuver.

Analysts at Citigroup pointed out that even if the government buys back debt, it would still need to issue Treasuries to reduce the deficit. The repeated use of unusual measures could erode policy credibility and predictability, leading market participants to demand a higher premium for buying long-dated Treasuries.

Stanley Druckenmiller, chairman of Duquesne Family Office, warned that artificially suppressing interest rates raises risks, as governments trying to defend prices against fundamentals always lose. The Treasury's actions are also seen as a mismatch with the Fed's plans to raise benchmark rates to curb inflation.
