The plan is based on a 2025 order by President Trump to promote the growth of dollar-backed stablecoins worldwide. The logic behind this strategy is that wider adoption of reserve-backed stablecoins can increase demand for Treasuries, which could put downward pressure on interest rates.
This would not erase America's $40 trillion debt but could make it easier and cheaper to finance. Treasury Secretary Scott Bessent has said that stablecoin growth could create a surge in Treasury demand.
