UBS Faces Capital Rules Conundrum in Swiss Parliamentary Vote

Swiss lawmakers are on the cusp of a crucial decision regarding stricter bank capital requirements that could significantly impact how UBS funds its foreign units. The proposed rules, backed by Swiss Finance Minister Karin Keller-Sutter and the Swiss National Bank, aim to increase Common Equity Tier 1 (CET1) capital requirements for UBS's foreign operations from 90% to 100%. This move is intended to protect taxpayers by shifting liability for losses to shareholders.

However, UBS CEO Sergio Ermotti has publicly expressed concerns that the stricter rules could harm the bank's competitiveness and ultimately threaten Switzerland's financial center. He warns that decisions made in the coming weeks and months will shape the future of the country's financial sector for the next decade or more.

The upper house of parliament is set to vote on the proposed capital requirements this week, with a final decision expected later this year at the earliest, or more likely in 2027. Ermotti emphasizes that UBS is not only a risk but also a significant benefit to Switzerland's economy and should be treated as such.

Keller-Sutter counters by stating that requiring foreign units to have 100% CET1 capital is essential for protecting taxpayers. She notes that the alternative proposal, which would require 90% CET1 backing of foreign units, is close to the government's own submission but still unacceptable according to Ermotti.
