According to HM Treasury, the Bank of England will be given a secondary role in overseeing stablecoins. However, this does not mean that new stablecoin licenses have been granted or that every payment project falls under Bank of England supervision.
The difference between a mandate and permission is crucial here. A mandate sets priorities, but it does not create permission for individual companies to operate. The Financial Services and Markets Bill will be amended to implement the innovation objective, but this alone does not establish a finished stablecoin regime or immediate authorization.
