$300M Development Agreement Clears Hurdles for Grid Iron District
The Village of Howard has approved a major development agreement for a former UnitedHealth site. The property at 3100 AMS Blvd. will be transformed into a mixed-use complex, featuring over 1,100 apartment units, 17 single-family homes or townhouses, community areas, and commercial developments.
T. Wall Enterprises purchased the lot after UnitedHealth relocated to De Pere in 2021. The company decided to demolish the existing building due to high remodeling costs, estimated at six to seven million dollars.
The Grid Iron District, a mixed-use tax incremental district (TID), will be created on the property. This will include residential and business developments, generating taxes that will create a new TIF fund.
The village has a legal obligation to financially assist T. Wall with public improvements, costing $1,141,000. However, this expense is expected to be recouped by new tax revenue created by the Grid Iron District TID.
