Apple Relents on App Tracking Transparency in German Antitrust Deal

Apple has won significant relief in its years-long antitrust battle with German regulators. The company has agreed to change how iPhone and iPad users are asked for permission to share data for personalized advertising, a move that addresses concerns from authorities about Apple's rules treating its own services differently from third-party apps.

The Bundeskartellamt, Germany's competition authority, said Apple's commitments under the App Tracking Transparency framework (ATT) are now legally binding. As part of the agreement, Apple will implement changes within four months and an independent trustee will monitor compliance for seven years.

The changes aim to make consent prompts for Apple's services and third-party developers more comparable. This means that third-party publishers will have greater flexibility to combine Apple's tracking prompt with separate data-protection consent requests.

Apple has said the revised rules will extend to almost all European Union countries. The decision is significant because ATT sits at the intersection of Apple's privacy strategy and the economics of its App Store ecosystem. Advertising-dependent developers have argued that cumbersome consent rules make collecting data and monetizing users more difficult.
