Canada Tightens Visa Rules Amid Surge in Global Application Volumes
Canada has introduced new rules for checking inbound visitors and visas, amid surging global application volumes. According to Immigration, Refugees and Citizenship Canada (IRCC), over 40 national policy criteria are used to evaluate country-level visa requirements.
The Visa Policy Framework relies on a broad set of over 40 national criteria, including safety and security, document integrity, economic and bilateral factors, and migration trends. These criteria apply strictly at the national policy level to dictate border access rules for entire countries.
For individual applicants requiring a Temporary Resident Visa (TRV), immigration officers conduct manual, case-by-case assessments based on personal indicators rather than fixed scoring thresholds. The assessment includes reviewing travel history, employment, and family ties, as well as verifying sufficient funds to cover the stay.
To handle record volumes, IRCC has deployed macro-level integrity tools such as the Global Risk Framework (GRF) and biometric enrolment. The GRF functions as an early-warning system to monitor global migration trends and flag integrity risks before backlogs develop.
