Capital Scarcity Looms as Global Markets Shift from Savings Glut

Global markets are undergoing a significant shift from a 'savings glut' to a new 'capital scarcity' paradigm, according to Goldman Sachs analysis. The summer of 2026 saw three major shocks: the collapse of highly leveraged AI positions, U.S. long-end Treasury yields surging to 19-year highs, and repeated flare-ups in the Strait of Hormuz conflict.

While these events appear independent on the surface, they collectively point to a structural shift in the global economy. The implosion of AI positions was triggered by the collapse of Leopold Aschenbrenner's hedge fund, which had leveraged AI hardware 4x and shorted software stocks, resulting in a staggering 439% net value surge in the first half of the year.

Nvidia CEO Jensen Huang announced a financing platform in partnership with six major asset managers to help customers afford AI chips. This move implies that customers can no longer afford the chips, and Nvidia needs institutional investors' money. The market did not applaud, with Nvidia's stock falling and its credit default swaps approaching historical highs.

The U.S. government is also borrowing at a record pace, with federal debt breaching $40 trillion in August. Net interest expenses for fiscal year 2026 reached $1.039 trillion, surpassing the defense budget for the first time. The market is no longer pricing solely for the Fed's policy rate but is beginning to price for U.S. fiscal discipline.

The Federal Reserve itself is not a monolith, with Chair Kevin Warsh hinting at no rush to hike further and Cleveland Fed President Beth Hammack publicly dissenting, arguing that current rates do not constitute a meaningful restriction and multiple rate hikes may be needed.
