Chevron Refinery Emissions Pose Elevated Cancer Risk in Richmond
A recent report by the Bay Area Air District found that the Chevron refinery in Richmond has elevated levels of air pollution, posing health risks to nearby residents and workers. The assessment revealed a cancer risk of 37 in one million for residents, exceeding the district's allowable threshold of 10 in one million. Dr. Philip Fine, executive officer of the Air District, stated that 'these findings give the Richmond community clear, science-based information about the health risks from refinery air pollution emissions.'
The majority of the cancer risk - 74% - is attributed to benzo[a]pyrene, which escapes through leaks in pipe fittings and storage tanks. Benzene evaporating from the refinery's wastewater treatment system also contributed significantly to short-term non-cancer health risks.
Chevron responded by stating that the district's analysis may overstate current emissions due to outdated assumptions, equipment no longer in use, and actual refinery conditions not being reflected. They emphasized that regulation based on such information can make it difficult to operate critical energy infrastructure in California, increase pressure on the state's fuel supply, and ultimately raise costs for consumers.
The Bay Area Air District adopted Rule 11-18 in 2017 to identify facilities subject to health risk assessments and establish stringent risk thresholds. The district plans to finalize this assessment with community input.
