Cheyenne Woman Takes Fight Against Microsoft Data Center Expansion to Court

A Cheyenne woman has taken her fight against Microsoft's massive data center expansion to court, filing two petitions that accuse the city of illegally approving a 3,500-acre annexation.

Heather Madrid Donis claims the wrong landowner is listed on the annexation paperwork and that city officials took an unannounced vote on a petition to overturn the approval.

The city approved the annexation in July, increasing its area by 20% for Microsoft's proposed 2.7-gigawatt Highlands data center campus just south of Cheyenne.

Donis' second petition argues that the ordinance names U.S. Sen. Cynthia Lummis as the landowner even though Microsoft told the council it had closed on the property in June.
