Google Automates Fallback Consent Messages in AdSense
Google has notified AdSense publishers that a new account-level control called 'Maximize message coverage' will be switched on automatically within 30 days. This control, which replaces an existing setting, aims to increase coverage for traffic eligible for personalized ads across publisher sites with minimal manual effort.
The 'Maximize message coverage' control bundles two behaviors: fallback consent collection and automatic message creation for new sites. Fallback consent collection attempts to serve a fallback consent message when there is no valid consent signal detected in the European Economic Area, the United Kingdom, or Switzerland. This can happen if a publisher has implemented no consent management platform at all on a site or app, if a platform is present but not integrated with IAB Europe's Transparency and Consent Framework, or if a platform is integrated but malfunctioning.
Automatic message creation for new sites means that the CMP will automatically create and publish a message for every new site added to the account after the setting is enabled. This ensures that consent collection is ready the moment the AdSense tag goes on a page.
Publishers have 30 days to opt out of this feature before it takes effect, which is scheduled to happen on or after October 9, 2026. The control impacts all sites and apps in an account that use the adsbygoogle tag, the Google Publisher Tag, or the Google Mobile Ads SDK.
Google's framing throughout is commercial rather than legal, with the stated objective of reducing traffic ineligible for personalized ads. Industry figures suggest that personalized advertising can generate 50-70% higher revenue than non-personalized inventory.
