Google Shifts Billing Rules for Display Ads to Begin-to-Render Measurement
Google has announced that it will change its billing rules for display ads in Campaign Manager 360 and Display & Video 360, effective from February 2027. According to the company's Help Center page, the change involves moving from an 'on-download' trigger to a 'begin to render' measurement. This means that advertisers will only be billed for impressions when the ad's files have finished downloading to the browser.
The change is intended to align with the Media Rating Council (MRC) standards and support continued accreditation. Google expects the number of billed impressions to fall slightly due to this new method, which counts impressions more accurately. The company assures that no additional actions are required from advertisers, but invoices and reports will reflect the stricter count.
This change is not a new development, as Google had previously announced it would make the switch in September 2025. However, the exact timing of the implementation has been unclear, with the August 21, 2026 page referencing neither date. The company's decision to move forward with the change in February 2027 may have significant implications for advertisers who rely on accurate billing metrics.
