Google's AI Overhaul Strangles Open Web, Raises Media Pluralism Concerns

Google's Preferred Sources button may seem like a gesture of goodwill to the embattled news industry, but it's actually an admission that the company is quietly strangling the open web. The compact between Google and publishers has been unwinding in real-time, with Google search referrals falling by around a third over the past year. In 2026, 'zero-click' searches, queries that end without a single visit to any external website, now account for roughly 68% of all Google searches, up from 60% in 2024 and just 49% in 2019.

New data shows that organic and paid click-through rates (CTRs) have plummeted by 61% and 68%, respectively, since the launch of AI Overviews. Even when a website is cited within an AI overview, its organic CTR now averages just 0.70%, a 49.4% drop year-over-year. This damage to individual publishers has been severe in places, with HubSpot estimated losing 70% to 80% of its organic search traffic.

Smaller and midsized outlets appear to be absorbing the deepest cuts, raising an uncomfortable question about media pluralism: if search is re-engineered to reward only the largest, best-resourced publishers with any residual traffic, what happens to the smaller, local-language, and specialist outlets that depend on the same pipeline?

Google's revenue model and product roadmap are optimized around keeping users inside its ecosystem, which is why it unveiled its 'agent manager' pivot at I/O 2026. The company actively sells advertising directly inside AI Overviews, converting its role from an allocative intermediary into a value-extracting one.

Regulators across multiple jurisdictions have reached a similar conclusion, with the European Commission opening a formal antitrust investigation in December 2025 and France's press bodies lodging a complaint this August. The Turkish Competition Authority has also launched a dedicated sector inquiry into the AI ecosystem, examining how data, computing power, and platform dominance are reshaping competitive dynamics.
