Google's AI-Search Opt-Out Faces Scrutiny in Brussels

The European Commission is consulting publishers on Google's proposed AI-search opt-out, which would allow them to protect their content without losing visibility in conventional search results.

The consultation centers around whether the control effectively separates the choices of withdrawing from Google's index and preventing articles from being used to generate an answer that reduces the need for a reader to visit their site. Publishers may wish to exclude material from AI features, but doing so can cut off a major source of traffic.

The Commission's questionnaire asked recipients whether they intended to use Google's proposed opt-out and which factors would determine their decision. It also sought their views on changes announced in May that bring AI Overviews and AI Mode together within a single AI Search experience.

Consultation is not approval: Brussels is testing whether the proposal addresses concerns in its ongoing antitrust investigation, rather than certifying it as sufficient. Google announced the control in June and said it planned a global rollout, maintaining that publishers would be able to exclude content from AI features without damaging their ranking in ordinary results.

A nominal opt-out is of limited use if exercising it produces a less prominent listing by another route. Publishers need to know which Google products the control covers, how quickly a preference takes effect, whether excerpts or citations can still appear, and whether exclusion affects features that influence ordinary search visibility.
