Governments Struggle with Interconnected Cyber Threats
The latest Microsoft Digital Defense Report reveals that government agencies and services are the most impacted by cyber threats in 2026, accounting for 27% of observed activity. This is a significant increase from 17% in 2025. Governments are attractive targets due to their sensitive information and essential services.
Cyber threats are becoming increasingly interconnected, with attackers using techniques that mimic legitimate activity. Phishing accounted for 23% of observed intrusions in 2026, up from 7% in 2025. The dwell time, or the period between when an attacker gains access and when defenders detect and stop them, also increased across multiple sectors.
Microsoft emphasizes that security in the AI era is no longer about preventing individual intrusions but ensuring institutions can operate effectively in a world of interconnected risks. Public-private partnerships are crucial for securing critical government infrastructure and developing policies and regulations for emerging technologies.
