The F-35 fighter jet procurement by Switzerland has yielded an unexpected technological dividend in the form of a state-of-the-art quantum computing hub at ETH Zurich. This was made possible through defense offset obligations rather than traditional industrial partnerships.
Lockheed Martin and IBM recently announced a Swiss Quantum Innovation Hub at ETH Zurich, anchored by Switzerland's first IBM Quantum System Two. The initiative leverages the offset agreements tied to Switzerland's multi-billion franc purchase of F-35A fighter jets from the US defense contractor.
The Armasuisse agency oversees these offset arrangements, which require foreign suppliers to invest a significant portion of the contract value back into the Swiss economy. Historically, these offsets involved direct manufacturing work, such as producing components for the jets or supporting local aerospace suppliers. By pivoting to quantum technology, the contractor aligns its offset strategy with Switzerland's national focus on high-tech innovation, digital sovereignty, and academic excellence.
