The Indian Consular Application Centres (ICACs) in the UAE have permanently closed, affecting passport collections for applicants. Alhind, the service provider for the Indian Embassy in Abu Dhabi and the Indian Consulate in Dubai, confirmed the closure effective Sunday, October 25, 2026. All pending passport collections from the four non-operational centres will now be redirected to two remaining locations.
Applicants with pending passports at the Dubai Investment Park (DIP) centre in Dubai or the Al Majaz centre in Sharjah must collect them from UW Mall, Bur Dubai. Those with passports at the Musaffah or Al Reem centres in Abu Dhabi should go to the Al Danah Centre instead. Alhind has asked everyone with pending collections to visit the new designated locations.
The closure marks the end of a temporary arrangement that followed the initial shutdown. Earlier, passport delivery counters were expected to remain open at three of the closed centres, but the latest advisory lists all four as fully closed. Alhind apologized for any inconvenience and thanked applicants for their cooperation.
The changes come as part of a broader overhaul of Indian passport, visa, and consular services in the UAE. The Indian Embassy issued a new request for proposal (RFP) on September 28, inviting bids for outsourcing these services. The contract is set to be awarded on November 27, and whether Alhind continues to provide the services will depend on the outcome of the bidding process.
