Xbox 360 Library Heads to PC in 2027-2028, But Developers Hold the Keys

The document also outlines how owners of physical copies can obtain a digital version through the disc-to-digital program. This process ties a digital license to the original disc and player account, allowing it to travel with the owner across Xbox hardware. However, if the disc is sold or traded, the digital copy will stop working for the original owner.
This approach has already slipped once, as the public beta for disc-to-digital was delayed from July to an unknown date. The rollout stretching until 2028 raises concerns about Microsoft's commitment to this program.
