China Cuts Fuel Prices as Oil Market Volatility Persists

China is set to cut its refined fuel prices for the fifth time this year on Wednesday night, August 14. This move comes as international oil prices have pulled back following a recent surge. WTI crude fell by about 1.6% to $81.9 per barrel on August 13, while Brent crude dipped to $87.6 per barrel.

The Strait of Hormuz remains a critical concern for the crude market, with only eight vessels transiting the waterway on August 12, compared to the daily average of 130-140 vessels before the conflict erupted in late February. The Iran-aligned Houthi armed group has announced a blockade of the Bab el-Mandeb Strait, further escalating regional tensions.

The Organization of the Petroleum Exporting Countries (OPEC), International Energy Agency (IEA), and U.S. Energy Information Administration all signaled weakening demand expectations. OPEC downgraded its 2026 global oil demand growth forecast from 780,000 barrels per day to 580,000 barrels per day.

Analysts believe that the divergence between falling consumption and constrained supply suggests oil prices will remain highly volatile in the near term. With bullish and bearish factors intertwined, international oil prices are expected to remain in a wide, high-level range-bound pattern in the short term.
