Democrats Challenge Trump Admin's Use of Emergency Powers for Offshore Pipeline Restart

A group of Congressional Democrats has filed a legal brief challenging the Trump Administration's use of the Defense Production Act to restart the Sable Offshore oil pipeline system off the Santa Barbara coast.

The amicus brief, led by U.S. Representative Salud Carbajal and Senate Environment and Public Works Committee Top Democrat Sheldon Whitehouse, argues that the administration failed to establish a legitimate national defense need for invoking emergency authority.

The lawmakers claim that Energy Secretary Chris Wright's March 2026 order does not meet statutory requirements for such extraordinary authority, as Sable produces crude oil - not the finished fuels used by the military - and there is no connection between Sable's production and an unmet military fuel requirement.

Congressional Democrats have been vocal in their opposition to the pipeline restart, citing concerns about environmental risks and public safety. Representative Carbajal called it a 'classic example of the Trump administration abusing power to benefit political allies at the expense of local communities.'
