Krasnodar Region Declares State of Emergency Amid Ukraine-Driven Grain Export Crisis
The Krasnodar region in southern Russia has declared a state of emergency due to Ukrainian strikes that have crippled grain exports. Governor Veniamin Kondratyev signed the decree on August 24, citing mass attacks on logistics facilities and disrupted shipping in the Azov-Black Sea basin as reasons for emergency measures.
In August, Ukrainian drone and missile strikes were estimated to have taken 90% of Russia's grain export capacity offline. The region is one of Russia's primary agricultural hubs, with a projected increase in total grain yields this year.
The disruptions have led to a surplus of grain in the domestic market, resulting in lower prices and unsold inventories. Foreign Minister Sergei Lavrov held talks with U.S. Secretary of State Marco Rubio on Wednesday, discussing a potential limited ceasefire involving grain and energy-related targets.
