Pembina’s Pacific Link Pipeline Set to Boost Canada’s Energy Exports

Pembina Pipeline Corporation (PBA) has achieved a significant milestone with the Pacific Link pipeline, a project poised to enhance Canada’s energy infrastructure and expand access to global markets. Formerly known as the West Coast Oil Pipeline, this initiative has been designated a Project of National Interest (PONI) by the Government of Canada, streamlining the federal review process while maintaining environmental standards and Indigenous consultation.

The Pacific Link pipeline is a collaborative effort involving the governments of Canada and Alberta, Trans Mountain Corporation, and Pembina. Trans Mountain will oversee regulatory processes, stakeholder engagement, construction, and operation, while Pembina contributes its development expertise and an independent industry perspective. The pipeline aims to transport up to 1 million barrels of crude oil daily from Alberta to British Columbia’s southern coast, facilitating exports to the Asia-Pacific region and other global markets.

For Pembina, the project offers an opportunity to diversify Canada’s energy trade, reducing reliance on the U.S. market and potentially improving price realizations for producers. Economic benefits are substantial, with projections of over $20 billion annually in GDP and up to 140,000 jobs across Alberta, British Columbia, and Canada. The pipeline also supports international demand for diesel, gasoline, jet fuel, marine fuels, and petrochemical feedstocks.

Pembina, with over 70 years of experience in energy transportation, will have a 10% economic interest in the project during construction, with the option to acquire additional interest post-operation. The company retains full discretion over its final investment decision, ensuring alignment with its capital allocation priorities. The project emphasizes Indigenous consultation, participation, and potential equity partnerships, with a streamlined review process led by the Major Projects Office and the Canada Energy Regulator.
