Politics Won't Quickly Revive Venezuela's Oil Industry

The prospect of Venezuela's oil revival is often tied to the country's political stability. Venezuelan opposition leader María Corina Machado recently stated that only a democratic government can provide the stability necessary to attract long-term investment in Venezuela's oil industry.

However, whether Venezuela transitions toward democracy or remains autocratic and unpredictable is just one factor shaping whether the country can attract the investment needed to revive its oil industry. Historically, foreign oil companies have operated extensively in countries ruled by autocratic leaders, including states where institutions are weak, government decision-making is opaque, and regulatory and political conditions change unpredictably.

Venezuela's oil reserves are estimated at over 300 billion barrels, but having oil underground is not the same as having the productive capacity to bring it to market. Years of underinvestment, mismanagement, deteriorating infrastructure, and the loss of technical expertise have weakened the operational capacity of Venezuela's oil industry.

The challenge facing Venezuela is not just about convincing foreign oil companies to return, but also about how much of its lost production capacity can be rebuilt. Rebuilding the country's oil industry will take more than investment; it will require repairing existing wells and infrastructure, increasing drilling, restoring pipelines and production facilities, and improving electricity and transportation systems that support the oil industry.
