Stocks Surge as Crude Prices Plummet Amid US-Iran Talks

New York Fed President John Williams emphasized that the Fed cannot ignore supply shocks if they have a persistent effect on prices and needs to return inflation to target. Markets are discounting a 64% chance of a +25 bp Fed rate hike at the next FOMC meeting on October 27-28.
