US Presidents Tap Strategic Petroleum Reserve During Times of War
The Strategic Petroleum Reserve (SPR) has been used by US presidents in times of war to control fuel prices for American consumers. The reserve currently holds 415.4 million barrels, mostly sour crude with high sulfur content.
Former President Joe Biden released the largest amount ever from the SPR in March 2022, selling 180 million barrels over six months after Russia invaded Ukraine. This release was coordinated with other member countries through the International Energy Agency.
However, little has been returned to replenish the reserve as Congress needs more funding. The Trump administration is not currently discussing a sale from the SPR, but analysts say they may reconsider if oil prices continue to rise following the US-Israeli attacks on OPEC-member Iran.
In 1990-1991, former President George H.W. Bush sold about 21 million barrels in two phases during Operation Desert Storm, after Iraq's invasion of Kuwait. The sale was prompted by disruptions to global markets from the conflict.
