Treasury Secretary Scott Bessent is pushing to expand US dollar swap lines to Gulf allies and Asian partners, arguing it would shore up global dollar liquidity during a period of escalating geopolitical stress. The proposed expansion would allow foreign central banks to borrow dollars from the Federal Reserve, posting their own currency as collateral.

The existing swap line infrastructure is managed by the Federal Reserve, while the Treasury's Exchange Stabilization Fund offers an alternative pathway with broader executive discretion but limited resources. As of late April 2026, no permanent new swap lines have been confirmed, and discussions remain ongoing.

Bessent has framed the expansion as a way to combat disorderly asset sales, stabilize funding markets, and reinforce the dollar's position as the world's reserve currency. However, experts raise concerns about the scale of the ESF and its capacity to backstop foreign dollar demand during a crisis. Additionally, expanding lending facilities for geopolitical purposes blurs the line between monetary policy and foreign policy.

The proposed expansion is not happening in isolation. Bessent participated in the launch of the White House Digital Assets Report in July 2025, positioning the US as a leader in crypto regulation and digital finance. Expanding dollar swap lines would preserve the dollar's network effects globally, while stablecoins pegged to the dollar extend its reach into markets that traditional banking infrastructure doesn't serve well.
