Binance Fights EU Scrutiny Over Reverse Solicitation Exemption

Binance is facing fresh scrutiny from European regulators over its continued service to EU customers. The exchange failed to secure MiCA authorization before the bloc's July 2026 deadline and now relies on 'reverse solicitation' to operate in Europe.

The European Securities and Markets Authority (ESMA), along with regulators in France, Germany, and Greece, is examining Binance's use of this exemption. ESMA confirmed that reverse solicitation must be interpreted narrowly and cannot be used to circumvent MiCA rules.

Binance withdrew its Greek MiCA application on June 24 and has since pursued a licence through France. The exchange says it complies with the rules where it operates and is 'actively working toward becoming MiCA-authorised.'
