Binance Tightens Cross-Border Crypto Transfers for Brazilian Users
Binance has announced new requirements for cross-border cryptocurrency transfers involving Brazilian users, starting November 1. The move follows Resolution BCB No. 521/2025, which brought international virtual-asset transfers into Brazil's foreign exchange framework and created new reporting obligations for crypto service providers.
The new checks require users to provide the purpose of the transaction and identify the type of counterparty receiving or sending the assets. Users may need to provide up to three pieces of information, including the purpose of the transfer, which must match the real reason for the transaction. The purpose codes come from classifications set by Brazil's central bank and depend on the transaction size.
For transactions worth $50,000 or less, users can choose from a simplified list of 10 purposes. For larger transactions, users must select from the full list of 96 classifications. Binance will not allow an international withdrawal request to be submitted until the required questionnaire has been completed, and deposits arriving from abroad may remain pending while Binance waits for the requested information.
