Blockchain the Budget Bill Evolves into Transparency-Focused CADENA Act

Senator Bam Aquino's original bill to embed the Philippine national budget onto a digital ledger was met with concerns about locking the government into a specific technology. As the bill evolved, it transformed from 'Blockchain the Budget' to the Citizens' Access and Disclosure of Expenditures for National Accountability Act (CADENA), a measure that focuses on transparency rather than a particular tool.

CADENA's revised architecture is more durable and adaptable to technological advancements. It prioritizes accessible information, structured data, true traceability, interoperability, and timely public disclosure, making it easier for citizens to track government spending and identify potential issues.
