CFTC Proposes New Regulatory Path for Crypto Exchanges
The U.S. Commodity Futures Trading Commission (CFTC) is proposing a new regulatory framework for crypto exchanges that offer leveraged trading to retail customers. The move could allow some platforms to operate under federal oversight instead of relying on state money-transmitter licenses.
The CFTC published an advanced notice of proposed rulemaking for what it calls 'crypto asset transactions,' or CTXs. These involve retail commodity transactions with digital assets on a margined, leveraged, or financed basis. The agency is seeking public comments before finalizing any formal rules.
The proposal does not require every U.S. spot crypto exchange to register with the CFTC. Instead, it creates a new regulatory path for certain platforms to operate under nationwide oversight.
