Chinese Money-Laundering Overlay Mirrors Mexican Peso Credits

A sophisticated money-laundering overlay originating from China has been discovered by FinCEN in its 2025 alert. This system mimics the structure of Mexican peso credits, allowing cartel cash to flow into U.S. banks with minimal scrutiny.

The Chinese overlay uses Telegram-based guarantee marketplaces that sell laundering services and 'peso-credit-style' instruments backed by crypto-assets. Funds are first moved into Chinese-controlled digital-exchange platforms, then swept through offshore accounts before landing in U.S. banks.

A key red-flag indicator of this scheme is the use of stablecoins and cross-border transfers that obscure the origin of funds. FinCEN's analysis identified three critical gaps that allow cartel cash to move from Mexico to China and into U.S. banks: limited jurisdiction over crypto-assets, inadequate cross-border coordination, and regulatory capture of Fortune 500 banks.
