Circle's stock plummeted by 6.8% on Wednesday after the US Senate failed to advance the CLARITY Act, a proposed digital assets framework that required 60 votes to move forward.

Despite this setback, TD Cowen analyst Bryan Bergin remains bullish on Circle Internet Group (CRCL), maintaining his Buy rating and increasing his price target to $92 from $87.

Bergin points out three key developments that will impact Circle's near-term outlook: the launch of Arc's public mainnet on September 16, which has already attracted over 100 institutional participants; the Federal Reserve's decision to raise its benchmark rate by 25 basis points to a range of 3.75% to 4.00%; and the potential for greater clarity from regulatory bodies such as the SEC and CFTC.

With Arc, Circle can diversify its revenue streams beyond its core stablecoin business, and Bergin sees this as a significant growth opportunity.
