Coinbase has a contingency plan in case the CLARITY Act fails to pass Congress. According to Chief Financial Officer Alesia Haas, the company can still pursue new crypto products and services through U.S. regulators.

The CLARITY Act aims to create a federal market-structure framework for digital assets, but its passage is uncertain. If it fails, Coinbase will explore other avenues to expand customer access and introduce new products.

Coinbase has already seen regulatory progress in the form of an SEC interpretation issued in March, which covers crypto classifications, investment contracts, and protocol staking. The CFTC joined this interpretation, coordinating its approach under existing law.
