Representative Ritchie Torres acknowledged multiple reasons for failure, stating that Trump's activities made bipartisan compromise more difficult.

The parties failed to agree on a shared ethics provision before the vote, and months of debate over stablecoin yields narrowed the time available to resolve other disagreements. The Senate's decision to develop its own bill instead of using the House's text also prolonged the process, as concerns about giving the opposing party a political win made compromise more difficult.
