Cuomo Pushes Bipartisan Crypto Regulation Through Clarity Act

Former New York Governor Andrew Cuomo has become a strong advocate for bipartisan crypto regulation, particularly through the passage of the Digital Asset Market Clarity Act (H.R. 3633). Cuomo, now co-chair of OKX's partnership with Intercontinental Exchange (ICE), predicts that outstanding issues holding up the bill will be resolved soon.

The CLARITY Act has gained significant bipartisan support in the House and Senate, with a 294-134 vote in July 2025 and a 15-9 committee vote on May 14, 2026. Cuomo believes that drawing clearer lines between the SEC and CFTC would reduce compliance risk for exchanges, token issuers, and DeFi protocols.

Cuomo has also been vocal about conflicts of interest among legislators who trade stocks while shaping financial market rules, arguing that these ethics questions need to be addressed as part of the broader regulatory conversation. If the Senate doesn't act before the August 7 recess, the bill could lose momentum heading into the fall legislative calendar.
