ESMA Expands Crypto and Tech Supervision in 2027 Work Programme
The European Securities and Markets Authority (ESMA) has outlined its 2027 Work Programme, signaling a shift from planning to execution in its multi-annual strategy for 2023-2028. The regulator plans to expand its supervisory role over crypto-asset service providers, clearing houses, and critical tech providers while simplifying financial regulations. ESMA chair Verena Ross emphasized that 2027 will be a pivotal year for the Savings and Investments Union, with key initiatives moving into the delivery phase.
ESMA will take on broader responsibilities, including overseeing crypto-asset service providers under the Markets in Crypto-Assets Regulation, supervising ESG rating providers, and monitoring compliance with the Digital Operational Resilience Act. The authority will also assess the impact of recent reforms under EMIR 3, aiming to strengthen the resilience of EU clearing markets and reduce reliance on non-EU clearing services.
In addition to expanded supervision, ESMA will focus on simplifying regulatory frameworks, promoting clearer investor information, and accelerating the transition to T+1 settlement cycles. The regulator will also enhance its data capabilities and deploy artificial intelligence tools to support supervisory work, while strengthening cybersecurity measures in an increasingly digital financial landscape.
The 2027 programme reflects ESMA's commitment to fostering more efficient, resilient, and attractive EU capital markets while maintaining investor protection and financial stability as central objectives.
