The Ethereum Foundation has finalized two 'must-ship' proposals for the upcoming Hegotá upgrade, narrowing its scope and focusing on key features. The proposals, EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions), are considered core pillars of the upgrade.

FOCIL aims to reduce reliance on centralized block builders for eligible transactions, making it easier to achieve censorship resistance. Frame Transactions, on the other hand, introduces native account abstraction and paves the way for post-quantum authentication, setting a foundation for future privacy-focused applications.

The Foundation evaluated 62 EIPs, incorporating input from around 60 researchers and engineers within its Protocol cluster. The remaining proposals are categorized as 'A-tier' candidates, which should be implemented unless development or testing realities constrain them. Seven proposals have been declined, while eight remain as candidates for inclusion.
