Fed Vice Chair Michelle Bowman sounded the alarm on the dual-edged sword of AI in banking, cautioning that the same technology that can detect vulnerabilities can also be repurposed by malicious entities to exploit those systems.

Bowman pointed out the case study of Anthropic's Mythos AI model, which has both defensive and offensive capabilities. The Fed itself has been tracking AI adoption across financial institutions for nearly a decade but is struggling to keep up with the rapid pace of development.

The recent surge in generative and agentic AI capabilities has outpaced existing regulatory frameworks, Bowman acknowledged. She emphasized that smaller banks face a resource gap, lacking the scale to independently develop advanced AI defenses.

The Fed is working with major payment networks like Mastercard and Visa to ensure that the security improvements flowing into larger banks don't leave smaller institutions exposed.
