The act, signed into law on July 18, 2025, sets up a framework for payment stablecoins in the US and imposes strict requirements on issuers.

Jennings, head of policy and general counsel at a16z Crypto, argued that the GENIUS Act's structured regulatory framework makes it resistant to future administrations that might prefer to roll things back.
