House Committee Advances Bill for Strategic Bitcoin Reserve
The House Financial Services Committee has advanced legislation that would place federally owned Bitcoin under a statutory Treasury reserve, approving the American Reserve Modernization Act by a 28-21 vote on September 16.
The bill, H.R. 8957, introduced by Republican Rep. Nick Begich with Democratic co-lead Jared Golden, establishes a Strategic Bitcoin Reserve and a separate Digital Asset Stockpile within the Treasury.
Treasury would be required to hold reserve Bitcoin for at least 20 years, with no option to sell or dispose of it during that time. Federal agencies would have 60 days to provide Treasury with an accounting of their held digital assets, followed by a 180-day period to establish the reserve and stockpile.
The legislation builds on President Donald Trump's March 2025 executive order, which directed Treasury to maintain forfeited Bitcoin as reserve assets. The bill would place this structure in federal statute while expanding reporting and custody requirements.
