House Committee Passes Bipartisan Crypto Tax Bill Amid Regulatory Uncertainty

The House Ways and Means Committee has approved the Digital Asset Tax Certainty Act in a bipartisan vote of 38-5, moving cryptocurrency tax legislation closer to a full House floor vote. This comes just hours after the Senate blocked the CLARITY Act, which aimed to establish comprehensive federal oversight for digital assets.

The new bill introduces a $10 de minimis threshold, exempting minor crypto transactions from tax reporting requirements. It also addresses stablecoins, staking activities, mining operations, lending protocols, wash-sale regulations, and broker reporting standards.

Nevada Democrat Representative Steven Horsford praised the legislation for delivering 'distinct treatment for approved dollar stablecoins and minor network and transaction costs.' However, Texas Democrat Representative Lloyd Doggett opposed the bill, accusing the committee of 'hastening to grant privileges to this sector' while overlooking other taxpayer priorities.

The SEC and CFTC have pledged to proceed with cryptocurrency oversight through existing regulatory frameworks. SEC Chair Paul Atkins stated that 'with or without legislation, we will act decisively within the SEC's statutory authority to deliver certainty for American investors.'
